Tom Hession Phase II

Scope: Second phase of commercial road infrastructure expansion project
Tom Hession Drive Phase II is a key infrastructure expansion project aimed at improving connectivity and supporting future industrial growth in Shelbyville. This phase extends Tom Hession Drive from its current intersection at 300 North south to 200 North (Walser Road). The project provides critical access to new developments, enhance traffic flow, support economic development, and aligns with the city’s long-term infrastructure improvement strategy. Tom Hession Phase III is in the design phase.
McKay Road & Miller Street Roundabout

Scope: Complete reconstruction of intersection from 4-way stop to a roundabout
The City of Shelbyville received a $2.4 million grant from INDOT for intersection improvements at Miller St and McKay Rd. The intersection has been identified for traffic and safety improvements since the 2010 Comprehensive Plan. This intersection is located in close proximity to the Shelbyville High School and Shelbyville Middle School campus which cause congestion issues during the time periods when students are arriving to and departing from the schools.
A third-party traffic study of the intersection concluded that a roundabout was the best solution to the existing traffic issues.
CSX Construction and Road Closure

Scope: Complete reconstruction of the rail crossing and roadway approaches
North Riley Bridge Deck Repairs

Scope: Structural maintenance and deck resurfacing
Southwest Connector Trail
The City of Shelbyville received a $1,719,960 Next Level Trails Grant from the DNR to help extend the city’s trail system. This Trail will start where the blue river trail ends on the west side of the city and run south where it will Cross SR 44 and traverse through the high school and middle school properties to the new Miller and McKay Roundabout. From the Roundabout the trail will run east along McKay road until it reaches the old railroad corridor at which point it will run north to the Meridian Park Aquatic center. This Project is currently under design and planned for construction years 2024.
McKay Road Overlay
The McKay Road Overlay Project in Shelbyville, Indiana, was a major road resurfacing and infrastructure improvement effort completed in August 2024. Unlike typical city overlay projects, this initiative included the installation of 2,100 feet of storm sewer along the south side of McKay Road to improve drainage and reduce water-related roadway issues. Additionally, crews milled the existing concrete surface and applied a new layer of asphalt, creating a smoother and more durable driving surface. While the project caused temporary traffic disruptions, the improvements significantly enhanced the road’s safety, functionality, and appearance for motorists and residents.
City of Shelbyville Road Overlays
City of Shelbyville's Street Department annually schedules road overlays to maintain and extend the lifespan of streets without the cost and disruption of a full reconstruction. An overlay involves applying a new layer of asphalt over the existing roadway, which helps to:
- Improve Road Conditions – Smooths out cracks, potholes, and surface wear for a safer and more comfortable drive.
- Extend Road Life – Protects the underlying pavement structure, delaying the need for costly full-depth repairs.
- Enhance Safety – Provides better traction and visibility, reducing the risk of accidents.
- Cost-Effective Maintenance – More affordable and quicker than complete road reconstruction.
- Improve Drainage – Helps prevent water from seeping into cracks, which can cause further damage over time.
- Enhance Aesthetics – Gives roads a fresh, clean look that improves the overall appearance of the city.
